The following items were discussed at the regular monthly meeting of the Stratford Town Council held on Wednesday, June 14, 2023.

Special Presentations

Two special presentations were held early in the council agenda. The first was to recognize the 2023 winners of the ‘Water’s Cool’ Water School who will be featured in the upcoming 2023/24 calendar. The grade five students who have their artwork included are as follows:

The second presentation was to recent Canada Winter Games athletes from Stratford who were recognized for their excellence and commitment to their sport. The following athletes were present:

Haiyue (Henry) Dong, Badminton
Lucas MacDonald, Judo
Frida Schneider, Fencing (women’s sabre)
Mara Duncan*, Wheelchair Basketball
Juliet Trainor*, Wheelchair Basketball

*As PEI did not have a wheelchair basketball team at these games, Mara and Juliet participated on Team New Brunswick.

Public Meeting Called

Council approved by resolution to hold a public meeting on Monday, June 26, 2023 at 7:00pm. The meeting will cover two topics:
• A proposed PEI Federation of Agriculture event to be held on Saturday, August 5, 2023 at MacKenzie Produce requiring a special permit use for an “Agri-Tourism and Recreation” activity on their property.
• To receive feedback on an application from Stratford Auto to construct an addition of 2,240 sq. ft to the existing building located at 7 MacKinnon Drive on parcel number 942243.

Lot Subdivision Approved

A resolution was approved providing preliminary approval for an application to subdivide parcel number 811109, approximately 7.02 acres into five (5) single family dwelling lots subject to the conditions of the resolution. The property is located at Keppoch Road and Cottage Lane.

Development Officer Appointed

The Town of Stratford has recently hired a Town Planner, Philip Rough. Stratford Town Council passed a resolution granting Mr. Rough the authority as a Development Officer in accordance with the duties provided in the Zoning and Development Bylaw, Bylaw #45.

Trans Canada Trail Paving

A resolution was approved in response to tender submissions for the paving of approximately 1.5kms along Hollis Avenue and MacIntosh Drive. As the low bidder was below the anticipated budget for the project, and given the Town had obtained partial funding through the Trans Canada Trail Funding Program, it was negotiated with the low bidder to add some additional work to the scope of the project allowing for two additional small sections of the Trans Canada Trail to be paved – widening and paving of the trail from the underpass to Shakespeare Drive and paving of 160m through Williams Gate to Mason Road.

Sewer Lift Stations Work to Proceed

Council approved resolutions, including the addition of supplemental capital budgets utilizing funds in the Sewer Treatment Reserve Fund, to allow upgrade work to proceed on two lift stations – Bunbury Sewer Lift Station and Corish Sewer Lift Station. In both resolutions, the low bidder was awarded the contract.

CMHC Rental Construction Financing Initiative

A resolution was approved supporting an application from SPERRA Construction Group to Canada Mortgage and Housing Corporation which requires the Town of Stratford to support the project through a variety of potential concessions. The project will add additional density and supply to the rental housing market in Stratford. Through the resolution, the Town of Stratford agrees to:
1. Waive the residential sewer and water capital contribution levies for the development
2. Providing an expedited approval process
3. Waive the development cost charges for the residential portion of the development
