The following items were discussed at the regular monthly meeting of the Stratford Town Council.

Presentation
A presentation was made to recognize the outstanding efforts of Sam Webster. The grade six student at Stratford Elementary School collected MP3 players and iPod’s as part of the recent international Giving Tuesday initiative. To date he has been able to surpass his original goal by donating 16 units to the Prince Edward Home which will be provided to residents living with dementia. With cash donations received he will also be purchasing headphones and other required equipment to go along with the original donation.

On PEI a group of organizations and individuals, including the Town of Stratford, came together for the second year to form a group called PEI Gives. This group led the Giving Tuesday movement on PEI. The Town of Stratford launched a challenge to the community on Giving Tuesday, in partnership with the Honourable James Aylward and MLA Michele Beaton, which is called Stratford Gives. Throughout the month of December residents are being encouraged to give back by performing acts of kindness in the community and sharing their ideas and activities with one another. The hope is that this will become an annual activity for the Town of Stratford.

Transit Mini Buses

Council approved a resolution to contribute its portion of the total purchase price for two mini buses which will be added to the transit system servicing the City of Charlottetown, Town of Cornwall and Town of Stratford. Due to a change in the total project cost, the application for partial funding coming from the Investing in Canada Infrastructure Program (ICIP) has to be resubmitted. The Town of Stratford’s portion of the overall $472,500 (HST included) cost is $18,000 (HST included). Anticipated delivery is early 2021.

Town Auditing Services

MRSB Group has been awarded the auditing services following a tender process which includes annual audits for the Town of Stratford, Stratford Utility, Stratford Business Park and Stratford Seniors Complex. The proposal submitted by MRSB Group was the lowest cost of those received.

Long Term Financing

A resolution was approved to award the long term financing required for the Stratford Emergency Services Centre to RBC who responded the request for proposals with a rate of 2.81% for a 20 year bankers acceptance and interest rate swap term.
Enforcement and Summary Proceedings Bylaw The new Municipal Government Act enables an expanded list of bylaw infractions to be dealt with through the issuance of a summary offence ticket under the:
- Noise and Nuisance Bylaw (Bylaw # 30)
- Dangerous and Unsightly Premises Bylaw, (Bylaw # 22)
- Animal Control Bylaw (Bylaw # 26)
- Smoke Free Bylaw (Bylaw # 42)
- Zoning and Development Bylaw (Bylaw # 45)
- Building Bylaw (Bylaw # 32)
- Cosmetic Pesticide Bylaw (Bylaw # 35)

The Act also contains additional provisions governing the appointment and duties of enforcement officers. Council held second reading and adoption of a resolution to replace the existing Summary Proceedings Bylaw, Bylaw # 34, with the Enforcement and Summary Proceedings Bylaw, Bylaw #49.

Non-Permanent Employee Personnel Policy

Council approved a policy to extend some benefits to employees who are classified as Non-Permanent Casual, Non-Permanent Seasonal and Non-Permanent Contract.

Committee Member Appointments

Four residents were appointed to Town committees to fill vacancies. These include:
- Roy Codling to serve on Diversity & Inclusion Sub-Committee
- Alan Sinclair, Planning to serve on Development & Heritage Committee
- Andrew Penney to serve on Accountability & Engagement Committee
- Josh Weale to serve on Active Transportation Sub-Committee

These individuals will serve for the remainder of the two-year committee term which ends November 30, 2020.
