Request for Proposals

Bylaw Enforcement Services
The Town of Stratford is seeking proposals from organizations and individuals interested in providing services required for the enforcement of various Town bylaws.
The proponent must possess a reliable vehicle, be able to patrol the entire Town regularly, respond to complaints regarding infractions, identify bylaw infractions, resolve and report offences and issue Notice of Violations, as required, in situations of non-compliance with existing Town bylaws. The proponent will also be expected to address delinquent utility account holders and to monitor vacant properties in the Town.

Proposals should outline:

• the enforcement procedure;
• the services that will be provided by the proponent;
• any qualifications and relevant experience, including references and any other relevant information, and;
• the proposed cost of delivery to the Town.

The Town is seeking enforcement services over a three-year period (2015, 2016 and 2017), commencing in June and continuing for 22 weeks each year. The successful proposal will commit to a minimum of 8 hours per week to ensure visibility in the Town. The Town reserves the option to extend the contract for 2018 and 2019, based on satisfactory performance and in consultation with the contractor.

Your proposal must be submitted in writing no later than Monday, May 25th, 2015 at 4:00 pm. Please send to the attention of:
