There are a number of bylaws regulating issues and activities in the Town of Stratford that can be enforced in a court of law. The maximum penalty for each offence against a town Bylaw is $5,000, as stipulated in the Charlottetown Area Municipalities Act.

Bylaw Name
Animal Control Bylaw, Bylaw # 26

The Animal Control Bylaw regulates animals in the Town of Stratford and, in particular, prescribes for the provision of needs, the licensing and control of dogs and the prohibition of classes of animals in residential areas or in all areas of the Town.

Bylaw Purpose
To regulate animals in the Town of Stratford and, in particular, to prescribe for the provision of needs, to license and control dogs and to prohibit certain classes of animals in residential areas or in all areas of the Town.

Bylaw Requirements

  • provision of needs -all domestic animals must be properly cared for.
  • licensing -all dogs must be licensed annually which you can do at the Town offices at 234 Shakespeare Drive or at the P.E.I. Humane Society
  • leashed -all dogs must be leashed when not on the owner's property
  • pooper-scooper -dog defecation must be removed immediately when not on the owner's property.
  • kennels -owners must obtain a kennel license if more than two dogs are kept in a household for boarding or breeding.
  • guide dogs -must be registered but the license fee is waived.
  • cats -are not licensed or regulated at this time.

Maximum Penalty
$500 per offence.

Bylaw Name
Dangerous and Unsightly Premises Bylaw, Bylaw # 22

Bylaw Purpose
To set standards for property safety and appearance.

Bylaw Requirements

  • litter -properties should be kept free from litter
  • grass -cut regularly so as not to exceed 200mm for developed properties, enforced only on complaint
  • dilapidated buildings -must be removed
  • derelict motor vehicles -must be removed
  • dangerous building -must be repaired or removed

Bylaw Name
Zoning and Development Bylaw, Bylaw # 45

Bylaw Purpose
No Dwelling, business, trade, or industry shall be located, nor shall any Building or Structure be erected, altered, Use or have its Use changed, nor shall any land be developed, subdivided, consolidated or used in the Town of Stratford, except in conformity with the Zoning and Development Control Bylaw and, where applicable, the Building Bylaw.

Bylaw Requirements
This bylaw regulates most anything that happens on land in Stratford including;

  • allowed uses of land in accordance with Zoning provisions
  • the subdivision or consolidation of two or more parcels of land
  • the erection of buildings or structures on land including decks, outbuildings and swimming pools
  • the erection of signage
  • the character of development.

Bylaw Name
Noise and Nuisance Bylaw, Bylaw # 30

Bylaw Purpose
Defines and prohibits activities that would be a nuisance, bans open burning and sets curfews in the Town.

Bylaw Requirements
This bylaw regulates most anything that happens on land in Stratford including:

  • noise -must not be unreasonable or excessive
  • activities that are prohibited by time and area
  • burning -burning of rubbish, leaves or other vegetation in the town is prohibited except for the burning of wood in enclosed outdoor fireplaces with built in chimneys; the use of gas, propane and charcoal barbeques; or controlled burns approved by the Fire Chief.

Bylaw Name
Building Bylaw, Bylaw # 32

Bylaw Purpose
To require that the construction, renovation or demolition of any building or structure in the town to be in accordance with the National Building Code.

Bylaw Requirements
Persons who are planning to carry out the construction, renovation or demolition of any building or structure must first obtain a permit from the Town. There are requirements for information to be submitted prior to the issuance of a permit and there may be inspections of the work-please see the bylaw for details.
