The following items were discussed at the regular monthly meeting of the Stratford Town Council held on Wednesday, June 8, 2022.

Special Presentation

Mayor Ogden, on behalf of Town of Stratford Council, staff and residents, presented certificates to the 12 water school grade five students who were recognized for their artwork which was submitted for the Town’s annual water school calendar art contest. A separate media release will follow with more information.

Noise and Nuisance Bylaw Exemption

An exemption was granted for a wedding and reception being held at 34 Cardiff Lane on July 23, 2022. The exemption runs until 1:00 a.m. on July 24, 2022.

Development Officer Appointed

A resolution was approved granting Dale McKeigan, Town Planner, the authority as a Development Officer in accordance with the duties provided in the Zoning and Development Bylaw #45.

Public Meeting To Be Held

Council approved a resolution to hold a public meeting on June 22, 2022, at 7:00 pm to allow residents an opportunity to provide input on a proposed development. The applicant, The Gray Group (Concord Properties Inc.), will present their development proposal to construct a commercial service station on a portion of parcel number 328039 (approx. 2.21 acres) located on the corner of the Trans-Canada Highway and Jubilee Drive.

Island Montessori Academy Addition Approved

An application received from Island Montessori Academy to construct a 5300 sq. ft. expansion to their existing institutional building, on parcel number 1007988 located at 41 Glen Stewart Drive was approved subject to the conditions of the resolution. This expansion will allow Island Montessori Academy to become an Early Years Centre and the addition is to accommodate the existing before and after school program as well as the existing pre-k program.

28 Lot Subdivision Approved

Preliminary approval was granted for an application received from Chen Sun to subdivide parcel number 190066 (approx. 3.5ha or 8.74 acres in total area) into 28 lots located off the Mason Road within the Low-Density Residential Zone (R1) subject to the conditions of the resolution. The developer is proposing 22 single dwelling lots and 6 2-unit semi-detached lots

Revised Subdivision Plan Approved

Town Council voted in favour of a revised subdivision plan to Z&C Flourish International Inc. to revise the Foxwoods Subdivision Development Scheme on parcel number 398552. The revised sustainable subdivision plan will include 154 lots made up of 129 single dwelling lots and 25 semi-detached lots, for a total of 179 units.

Housing Supply Challenge

A resolution from Stratford Town Council to express their support and commit future staff time and resources to the development of this project should the Town be successful in the next phase of CMHC’s Housing Supply Challenge was approved.

Federation of Canadian Municipalities Appointment

Stratford Town Council endorsed Councillor Gail MacDonald to stand for election to FCM’s Board of Directors which took place recently at the national conference held in Regina.

Election Bylaw Amendment

Elections PEI have reviewed all bylaws of the municipalities they provide election services to and identified several changes. The reviewed changes proposed were accepted and approved by Stratford Town Council.

Switch Stratford Lien Removed

Second reading and adoption of an amendment to the Switch Program Bylaw, Bylaw #52, was held. This amendment removes the requirement to register a lien on each participating property as this is covered through section 162 subsection 4 of the Municipal Government Act.
