The following items were discussed at the regular monthly meeting of the Stratford Town Council held virtually due to COVID-19 on Wednesday, January 12, 2022.

CAO Appointment

A resolution was approved appointing Jeremy Crosby at the Town of Stratford Chief Administrative Officer effective immediately. A separate media release was issued on January 13, 2022 regarding this agenda item.

Appointment of Directors

The Town of Stratford annually appoints seven members to the Cross Roads Rural Community Fire Company. The Town Council has decided to create three year terms moving forward to ensure there is regular turnover but also continuity. By resolution the following members were appointed:
• Councillor Derek Smith (Town Council Representative)
• Kevin Jenkins (2nd year of 3 year term)
• Carol-Anne Duffy (2nd year of 3 year term)
• Chris Landry (2nd year of 2 year term)
• David Swan (2nd year of a 2 year term)
• David Milligan (1st year of a 3 year term)
• Kathy Livingstone (1st year of a 3 year term)

Island Gymnastics Academy Lease

A resolution was approved authorizing the lease be entered into between the Town of Stratford and Island Gymnastics Academy effective February 1, 2022, in following the Community Campus Land Lease Request Policy, Policy # 2021-RCE-01. The lease will see a 2.5 acre parcel of land in the Community Campus be leased to Island Gymnastics Academy for $1 per year with a 16,500 square foot net zero training facility constructed, subject to funding.

Meals on Wheels Donation

A request was received from Charlottetown Meals on Wheels for a donation of $1500 to support their recent expansion into Stratford. They currently are serving 29 clients in Stratford with plans to expand the service in 2022. This resolution was approved.

Zoning and Development Bylaw #45 - Cannabis Retail and other Text Amendments

A public meeting has been called for January 26, 2022 to solicit comments from the public regarding text amendments to the Zoning and Development Bylaw #45. These include edits to allow cannabis retail and other text amendments bringing updated language to improve the clarity of the bylaw.

Public Meeting Called

A resolution to call for a public meeting on January 26, 2022 was approved. The purpose of the meeting is to solicit input from residents on a rezoning request on parcel numbers 739003 and 790246, (Approx. 6.11 acres) from 10660477 Canada Inc. The rezoning request is to rezone these properties from the Residential (Serviced) Designation to the Mixed Use Land Use Designation, and to rezone the same lands from the Mason Road Commercial (MRC) zone to the Mason Road Mixed Use (MRMU) zone.

CARI Board Appointment

The Town of Stratford maintains a representative on the Capital Area Recreation Inc. (CARI) Board of Directors, which by resolution was approved that Kim O’Connell be re-appointed year 2022.

Ex-Officio Member Appointment to CADC

A resolution was approved appointing Jeremy Crosby, CAO, as the Town’s ex-officio to the Board of Directors of Charlottetown Area Development Corporation (CADC).

Committee Appointments

The following individuals were appointed to Town of Stratford committees to fill existing vacancies for the remainder of the current term which ends November 30, 2022:
• Jeff Ford, Recreation, Culture and Events Committee
• Angie McCarthy and Eliane Salgueiro, Events Sub Committee
• Matthew Spidel, Active Transportation Sub Committee
• Joe Roberts, Safety Services Committee
• Yiu Ang Iris, Accountability and Engagement Committee
• Rick Richard, Infrastructure Committee
