The following items were discussed at the regular monthly meeting of the Stratford Town Council.

Fees Bylaw Amendment

Council voted in favour of an amendment to the Fees Bylaw, Bylaw #39 in Schedule A which will provide for a discount for seniors aged 60 and over for adult program registration fees.

Utility Loan Renewal

After receiving responses from four institutions on a 3 and 5 year term for the remaining portion of a loan amounting to approximately $172,000, Royal Bank was awarded the tender with the lowest rate offered at 2.73% on a 3 year term.

Emergency Services Facility Financing

After requesting proposals from six institutions and receiving three responses, CIBC was awarded the tender for construction financing on the Emergency Services Facility of approximately $8,405,000 with the lowest rate offered at 2.80% subject to market fluctuations prior to closing. The Town of Stratford intends to replace the construction financing, net of funding from other funding partners, with term financing on or before September 30, 2019.

Height Exemption Approved

Pan American Properties Inc. received height variance approval to 55 feet for their proposed development of a 56 unit, 4-storey development on Dale Drive which will include 30 affordable units. The approval is subject to a number of conditions including that the design and construction be in accordance with plans submitted to the Town of Stratford and that the comments received from the Cross Roads Rural Community Fire Company be met for the development.

SCADA Software and System Controls Upgrades

Council passed a resolution allowing Town staff to apply for funding of $55,000 under the Gas Tax Municipal Strategic Component (MSC) for required upgrades to the SCADA software. The Town of Stratford will be required to pay for a portion of this project as well.

Board Member Appointment

Council approved a resolution to reappoint Councillor Gail MacDonald to serve as a member of the Federation of Prince Edward Island Municipalities (FPEIM) Board of Directors for the four year term commencing on April 30, 2019.

Proclamation – Kidney Month

Mayor Steve Ogden proclaimed that March be observed as “Kidney Month” in the Town of Stratford and urged all citizens to become aware of their own kidney health, to learn about the role kidneys play in your body and the kidney disease warning signs to look for, as well as encouraging residents to be aware of the organ donation registry.
