Public Works and Property Committee

    The composition, terms of reference and sub-committees for the Public Works and Property Committee shall be as follows:

Composition

  •   a chair who shall be a member of Council;
  •   a vice-chair who shall be a member of Council;
  •   up to two (2) additional members who shall be members of  Council; and
  •   at least three (3) but not more than five (5) “at large" members who shall not be members of Council but who shall be residents of the Town.

 

Terms of Reference
Property

  •  to make recommendations for a tree planting program in non-recreation areas and to monitor a tree maintenance program;
  • to make recommendations regarding the disposal of Town-owned property and equipment;
  • to serve as the liaison Committee between groups such as Stratford Beautification Program;
  • to oversee a beautification program i.e. benches, flowers, garbage containers, etc.;
  • to make recommendations regarding tendering and purchasing;
  • to make recommendations regarding development calls/proposals involving public property;
  • to review tendering documents previous to issuance and to receive tenders and make recommendations to appropriate department for acceptance or rejection;

Maintenance   

  • to develop plans and make recommendations for the maintenance of streets, sidewalks, storm sewers, catch basins, and for the maintenance of roads and signs in recreation areas;
  • to be responsible for maintenance of all publicly owned buildings and grounds excluding recreational areas requiring special training;
  • to establish plans for the maintenance of traffic control devices,      the marking of streets and crosswalks and the maintenance of parking meters;
  • to monitor the maintenance of recreation facilities and park lands;

                       
Public Works

  • to make recommendations on tenders and purchases for public works projects and equipment;
  • to establish plans for snow removal, salting and sanding of all      streets and sidewalks;
  • to make recommendations regarding the construction of new      streets, sidewalks, and walkways in co-operation with the Planning & Heritage Committee, and the Stratford Recreation Commission;
  • to make recommendations regarding the management of on and off street parking;
  • to make recommendations regarding the placement and  management of traffic and parking control devices; and
  • to study and determine the insurance requirements of the Town and report to the Council with recommendations.

Sub-committees

        The Committee shall establish, determine the membership of, and set the terms of reference for sub-committees as required.  The Committee shall be responsible for the Southport Seniors Complex.
