Development Control
A Development Permit is written authorization granted by the Town to a person(s) to carry out a specific development in compliance with the Zoning and Development Bylaw. Any person wishing to commence development within the Town of Stratford should first refer to the Section 4 of the Bylaw or contact one of the members of the Planning Department Staff to see whether or not a permit is required.
Development Application Review Process
If a permit is required, a person(s) can submit an application to the Planning Department including any supporting documentation and fees required for the specific type of development. The Planning Department will review the information to ensure it meets all applicalble bylaws, conduct a site inspection, calculate the permit fees and finally, if everything is in order, issue the permit.
Rezoning: The Process of an Amendment to the Official Plan and Development Bylaw
If a permit is contested, there is a process of appealing the permit.
- A formal application to rezone is made by the applicant
- Study and research regarding the proposed amendment(s) is conducted in the Planning Department
- The application is reviewed and discussed at Planning Board (Denial or Approval is given for public consultation)
- Public consutation ( A public meeting would have to be endorsed by council)
- Plannig Board considers public input and makes a reccomendation to council
- Council First Reading, if approved (Resolution)
- Council Second Reading and Adoption (Resoultion)
- Ministerial Approval (PEI Dept. of Community and Cultural Affairs)

All permits are subject to appeal to the Prince Edward Island Regulatory and Appeals Commission.
